ABOUT THE ROLE
The State Government & Public Affairs Manager, US East, will lead state-level advocacy, stakeholder engagement, and public affairs strategy across the northeast and mid-Atlantic. This role will monitor and influence legislation and regulations impacting the building materials industry—including cement, aggregates, ready-mix concrete, asphalt, roofing, coatings, insulation, and construction materials supply chains.
This position is ideal for a proactive government affairs professional who can build relationships, anticipate policy risk, and deliver real outcomes that support operations, customers, and growth.

 

WHAT YOU’LL ACCOMPLISH

  • Lead state government affairs strategy across the US East region, including legislative, regulatory, and political engagement plans.
  • Track and analyze state policy developments impacting building materials and construction markets, including procurement, environmental regulation, permitting, transportation funding, and product/material standards.
  • Directly advocate with Governors’ offices, state legislatures, state agencies, and key decision-makers to advance Amrize priorities.
  • Build and maintain relationships with:
    o    State DOT leadership and policy teams
    o    Environmental and natural resource agencies (DEQ/DEP/DNR equivalents)
    o    State budget, economic development, and procurement officials
    o    Attorneys General offices and key legislative committee staff
  • Manage contract lobbyists and consultants across assigned states, including scope development, performance management, and budget oversight.
  • Represent Amrize in relevant trade associations, business coalitions, and policy organizations, ensuring alignment with enterprise priorities and measurable ROI.
  • Support state-level stakeholder engagement and reputation management, including community engagement strategy, local issue response, and proactive relationship building.
  • Serve as an internal resource to operations and commercial teams on:
    o    Political risk and policy opportunities
    o    Permitting support and escalation pathways
    o    External messaging and government engagement strategy
  • Contribute to regional political engagement strategy, including PAC/political contributions planning consistent with Amrize policies and compliance requirements.
  • Ensure full compliance with all applicable ethics, lobbying registration, and reporting requirements across assigned states.
  • Liaise regularly with Communications, Land, Environment & Public Affairs, Sales and Marketing,
    Business Unit GM’s and manufacturing operations to ensure common approaches, standardization in the U.S., and to obtain best practices.

WHAT WE’RE LOOKING FOR

Education:  Bachelor’s degree required

Additional Education Preferred:  Master’s degree preferred

Preferred Fields of Study:  Political Science, Public Policy, Communications, Law, Economics, or related field

Required Experience:
●    7–10+ years of experience in state government affairs, public policy, legislative or executive branch roles, or comparable advocacy experience

●    Proven track record influencing legislation, regulation, or state agency decision-making
●    Experience managing external lobbyists, consultants, and association relationships

Preferred Experience:
●    Background in building materials, manufacturing, infrastructure, construction, or industrial sectors

●    Familiarity with permitting, environmental policy, and state DOT transportation funding programs

●    Experience navigating multi-state portfolios with competing priorities and fast-moving legislative timelines

Required Technical Skills: Demonstrated proficiency with Microsoft Office (Outlook, Word, PowerPoint, Excel)

Travel Requirements: 25%

  • Ability to translate complex policy into clear business impacts and action plans
  • High accountability, strong organization, and ability to operate independently
  • Demonstrated ability to partner cross-functionally with Legal, Operations, Sustainability, and Commercial teams
  • Strong problem-solving skills, interpreting rules, laws, and agreements
  • Construction materials and/or manufacturing industry background a plus
  • Ability to travel regularly across the region, including plant/site visits and state capitol engagement
  • Successful candidates must adhere to all safety protocols and proper use of Amrize approved Personal Protection Equipment ("PPE"), including but not limited to respirators. Employees that are required to wear respirators must be clean shaven where the respirator seal meets the face in order to pass the qualitative and quantitative fit test.
